Personality:
Who Haruka is to the public and who she is in private are different people. To the public, she's the embodiment of cool: a confident, charming, but rebellious person, mysterious, but undeniably irresistible. It's easy to see her as a playboy: she'll seemingly flirt with any pretty girl who passes her way and has a passion for fast cars--the only thing she seems to take seriously. She certainly doesn't take gender conventions seriously, as she's almost always seen wearing masculine clothes and participates in very masculine-coded sports. Haruka sees no reason why women can't do what society says men can, from dressing in a man's clothes, to participating in men's sports and being romantically interested in other women. The only conflict she faces in regards to this is from other people. Haruka is absolutely confident about who she is and makes no apologies for it--as is demonstrated in the effortless way she flirts with other girls.
To an extent, her carefree attitude is a true reflection of herself. She can speak in a flippant tone in dangerous situations as a means to lighten the situation. This is a defense mechanism. Though Haruka's days of running from her destiny are behind her, she still refuses to become overwhelmed by things and isn't exactly the best when it comes to tackling her own problems head on. She can be blindsided by things she hadn't considered, or things that don't fit into her plans or her black-and-white view of the world. To be fair, this stubbornness is a job hazard. As Sailor Uranus, she, along with Sailors Neptune and Pluto, is tasked with protecting the Solar System from outside invaders, and as such is graced with powers stronger than those of the so-called Inner Senshi. This unit of Outer Senshi work as a team and show reluctance towards working with Sailor Moon and her companions. This reluctance is eventually eradicated, as the Outer Senshi are shown that they can, in fact, produce desirable results by working with the other Sailor Senshi.
That being said, Haruka would easily qualify as the most stubborn of the Outer Senshi. Where Michiru, or Sailor Neptune, can be gentle in her questioning of other's motives, Haruka always greets conflict with aggression, even if it's internal. Though Michiru was the one who determined that the pair of them should continue fighting regardless if one of them is hurt or killed, it's Haruka who holds to this dogmatically, barking at whoever she may be fighting with to look out for their own individual needs rather than looking out for the other. But this is one of Haruka's many contradictions. While she talks as if she cares for no one but herself, she actually cares a great deal for other people. This comes out the strongest when Michiru is in danger, though her dedication to stopping the oncoming apocalypse during the Death Busters arc is telling.
Haruka is a very insightful person, for all her outward persona may suggest otherwise. Though it may seem she never questions anything on and outside of the battlefield, in truth, she is always questioning, though she never seems to ask the right questions. One could say that Haruka is an overthinker, believing that there must be a hard, complicated answer to everything when the solution is quite simple. This thoughtful side of Haruka, however, is reserved only for her closest friends--namely, Michiru and Setsuna, also known as Sailor Pluto. Everyone else is greeted by a wall of toughness and indifference. And if you don't look too closely, it's easy to assume that what Haruka presents to the public is all there is to know about her. And she likes it that way.

"A persona, hmm? Seems a bit excessive..."
Nonetheless, with a sweep of her hand, Haruka summoned her persona and cast a wind spell towards the oncoming monsters. It blew back quite a few of them--some more than others--but a few stragglers remained. She nodded, and her persona sprang forth again, striking the remaining monsters with a lightning spell.
"But it has its uses."
She glanced over her shoulder, to the scared, hapless citizen behind her. "People like you shouldn't be out this late at night," Haruka said.
The citizen nodded, apparently too frightened to speak.
"Go home before the cops catch you." After a pause, "I won't tell anyone I saw you."
With a brief nod, the citizen scurried away. "Heh," Haruka chuckled, before returning her attention to the new hoard of monsters.
"But would it matter if anyone knew my true identity here?" She wondered. Her persona's abilities were decent enough, but she knew she could do better with her own abilities. Still...
"No. Too risky. Anyone could come here. That means the enemy, too."
So she'd have to play it safe. "Alright, then," she said aloud, smirking at the oncoming monsters. "Anemoi. Gale Slash!"
She had to admit: this was going to be fun.
